ACA Setup has caused ESS to not display Decline option on Medical for employee enrollment

When checking the Non-Participating Plan flag for our Medical Decline Plan, the option no longer shows in ESS for Employee Enrollments.

If I select the Requires Dependents option on the General Info tab and enter minimum dependents = 0 and maximum dependents = 99, the plan now shows up in ESS.  Will this change cause any known issues that I may not be aware of?
