Creation of Partner Company

We just moved to 16.2.2.0.  We are trying to add a partner company,   but on the  Admin page, the New button has gone away.   The update document indicates that changes were made to how a partner company is added.  It looks like we can add the company from Company Workspace.  But,The Cloud Services Identity Management Administration Guide does not show any change.  Can anyone clarify?
