Found another LOV record with the same display value but different language independent code

Hi Experts,

We have multi linguistic application. List of Values has unique key as BU, Language Id, Sub Type, Value.

LOV's are getting created with same display name and lov type for uniue sub type. However it is not working for ENU. Please advise what changes has to be done.
