Creating a new company

My new G/L user is trying to set up some new companies in Video 00105 - but she keeps receiving an error of 300A - user not authorized to this company.  How do I resolve this issue?  I cannot give her access to the company until after the company is created.  And she has action code security access to inquire, add or change on programs P0010, P0006, P0008, and she has business unit security to the F0010, F0008 and F0006 files, too.  We are on JDE World A9.3.1.3
