Cant find the watchlists dropdown even after enabling it

Hello,

We are trying to enable watchlists in out system which is on E902 and tools 9.1.3.4. I have enabled View and action securities for a couple of user IDs. I have cleared the web cache and logged out and logged back in but still cannot find the watchlist dropdown on the tool bar.

Can you help.
