11i Web ADI Budget upload issue

Dear Financials Gurus,

We face this strange issue with budgets uploaded via spreadsheets.

We a Web ADI spreadsheet with 661 rows and they are all uploaded successfully. However, when I look at the Budget import execution report, the number of posted accounts show as 69 and not 661, which was the total number of rows uploaded. We have set the upload parameters for the budget amounts to be imported automatically.

Any ideas why this would be? There are no error messages throughout the process but it is just that the total number of rows uploaded do not match the number of accounts posted.
