Unable to find the OPatch component version in the Oracle Home of the target

I am trying to apply a patch (23744018) to Weblogic (12.1.3.0.0) using Oracle Enterprise Manager (13.2.0.0.0). The "analyze" function returns:

Error: Unable to find the OPatch component version in the Oracle Home of the target "{0}" of type "{1}".

Action: Refresh the configuration of the Oracle Home target at which the target "ou-mdm3.tld.domain_Oracle_Home" is installed.

I tried the refresh under the home, Configuration, Refresh Configuration, but it doesn't seem to change the symptom when I run analyze again.

The sysman/log/emoms.log says: No appropriate OPatch component for the target "ou-mdm3.tld.domain_Oracle_Home" found from Software Library.

How can I resolve this?
