Xstore-specific executables in jre installation

Hello,

For 7.1, how/when should the following exe's that are w/i the jre get applied during an upgrade?

xstore_debug.exe

xenvgui.exe

dataloader2.exe

dataloader2-trickle.exe

We are working on an upgrade from 5 to 7 - we had a register with 5 to which we applied the upgrade build, then installed xenvironment 7.1 (providing it a jre package). It did install java 1.7, but did not lay down those executables and xenvironment failed to launch. I copied them over from another register that had base 7.1 xstore/xenvironment installed (xstore was installed there, not upgraded) and xenvironment launched. So - should I expect that installing of xenvironment 7.1 with the jre package would put those in place, and if not, what would be the proper method
