Project Costing: end users are requesting the ability to stop Time and Labor transactions but allow

Time and Labor uses the project processing status to determine if a project is available for time entry.  If a processing status is inactive - PeopleSoft  time and labor as well as accounts payable do  not allow the transaction to continue.  Is there a way to allow AP but not time entry?  I thought maybe Project Status control might work......set the project status type as active and then set PAY analysis type to reject. However, the project status control is not in Time and Labor.
