When is program 'GMS: Submit/Baseline Award Budget' submitted from Award Budgets form?

From Award budgets form, when we click on submit or baseline budget, during what scenarion system submits 'GMS: Submit/Baseline Award Budget' concurrent request.

Sometimes budget is submitted and baselined without submitting the program. Some times, it will submit the concurrent program (prompts request id).

Does anyone know when the request is submitted?
