Can we change Customer on a Booked Order ?

Can we change Customer on a Booked Order ?

Due to some security limitations, we have a scenario to change the Customer account on the Booker Order. When i have tried this scenario the application is not allowing to cahnge and it says ship to is required but where as ship to is already populated on the Order.
