1099 Instructions don't print when there's only one 1099 form

We are finding that the 1099 Instructions don't print when there's only one 1099 form on the page.  When we print multiple 1099's the instructions print fine, unless the last page only contains one 1099. We are currently using Version 9.0.  We aren't sure if it is a BI Publisher issue or JDE Edwards. Has anyone else experienced this issue?
