Older revisions of Part or Document Page Three (and I am also told Page Two) attributes do not show

Older revisions of Part or Document Page Three (and I am also told Page Two) attributes do not
show up when opened from the “Rev” drop down above tabs. The values displayed are
the current ones. Only way to see the attributes applicable to the earlier
revisions is to go into the Change Order and view the red-lines. Oracle says
this is as-designed behavior (though there is nothing in the documentation that
says so). This is not intuitive and also causes compliance issues. Has anyone
encountered this issue and how was it addressed?
