What does an validated Flag in Technical Term means in HZ_ PARTIES ?

I am reviewing the data in the HZ_PARTIES Table - and one of the column says validated flag - I went back and reviewed the Etrms which states as below

VALIDATED_FLAGVARCHAR2(1)Indicates if the party was validated. Y for a validated party, N for a party that is not validated.

a) Does this means the Party is not active any more ?

b)  When I query the customer - I see both validated and Invalidated record's as duplicate's  from standard customer HTML page ? why is that ?

c) Is there a way i can inactivate/ deactivate the one which is flagged as "N"
