How can I remove delink config item from LOV of Actions button?

Hi,

We are using EBS version 12.2.4

User requested to remove access for certain responsibility so that if the sales order has configurator items, when click on actions button, the responsibility can not access to delink config item or link config item. How can I achieve this? I tried to look at the exclude function in the responsibility form, but couldn't find any function there to exclude. I tried to play around with personalization, but could find anything either. Can gurus, please advise? Thank you very much.
