ORA-12541: TNS:no listener error when connecting to get remote data.

I have create public database link as below: create public database link "devsh" connect to DEV_USR identified by "password3" using 'db03.us.com'; select * from dual@devsh; when I access remote data I get the 12541 error. Which listener is this referring to. DB link is created in RAC database.
