Jurisdictions are not populated per R12 upgrade of Receivables

We are upgrading Receivables from 11i to R12 (we did not use Oracle Tax in 11i). Now per upgrade we see that geographies are populated fine but DO NOT SEE that Jurisdictions populated (tables  zx_jurisdictions_b/zx_jurisdictions_tl are empty) Is it required to populate? What do we do? We are planning to continue with the current 11i approach for Tax in R12 - which is just adding a separate transaction line for Tax, keep possible minimum settings in Tax R12
