How does lots optional work when WO Completion Version is set to Default WO Number as Lot Number?

The majority of our items are lot controlled, however there are some that are not.  We noticed that if we have lots set to optional and the Processing option for Work Order Lot and Location Defaults (Option 1 on the Sales Order tab of application P31114) is set to "3" (use work order number as lot number) it will populate the work order on an item even if it does not have an associated sales order.  Is there a way to prevent items with the lot process type set to  - Blank or "0" not to get a lot number
