Jurisdictions are not populated per R12 upgrade of Receivables

We are upgrading Receivables from
11i to R12 (we did not use Oracle Tax in 11i just did Tax line in transaction). Now per upgrade we see that
geographies are populated fine but DO NOT SEE that Jurisdictions populated
(tables zx_jurisdictions_b/zx_jurisdictions_tl are empty) Is it required to populate? What
do we do if want to persue the same old approach regarding tax as did in 11i?
