the party is already an owner of the external bank account - Receipt Form

We are seeing a very strange issue after applying patch 21391824:R12.AR.B.  If one is on receipt form and looking at an unapplied receipt, then choosing to transfer the receipt to another customer, first error is 'the party is already an owner of the external bank account'.  If you blank out the bank account no, you can then type in the Transferee customer no, it works.  Now the puzzler, this responsibility is specific for cash agents who cannot add customers; if you give now add the permission to create customer, this error does not occur.

Any thoughts?
