How does Postal Code Assignment Work in Siebel Territory Management?

We are creating Territories based on Postal Code but we do not want to use 100% match.

Instead we want to use the following logic: If Postal Code for USA is of 5 Numeric digits, then we would like to work on first searching 5 digits, if not found then 1st 4 digits OR ELSE 1st 3 digits.

Is this configurable in Siebel Territory Management?
