Problem with web/client UBE versions in 9.2

Hi All,

We are facing problem in 9.2 that when we are creating new batch version on web, it is not accessible on FAT client until we checked out and checked in. and same thing happening with client batch version it is not accessible on web until we submit the specs. why it is not effecting immediately in 9.2.
