Rule assigned to the formats not working

We have created a filter for capturing the cases of unexplained differences and attached that filter as a rule to the formats to prevent submission of reconciliations. It has been working fine for last few months but stopped working all of a sudden. The filter is working fine in isolation and the rule seems to be intact. It works fine in test environment. Does anyone have any idea about this issue or have faced similar issue?
