GL design for Italy and France

We are using Oracle EBS R12 and wanted to know what is best practice to design Ledger Structure using Global CoA.  Italy and France requires statutory reporting. Have anyone used Global CoA for Italy and France and create secondary ledger for reporting or does Italy and France are required to have primary ledgers using statutory CoA structure?

Appreciate if you can share your experience, Oracle documentation so we can make informed decision.
