R07811 Negative Error Report

We have two past employees no wages in 2016 that had checks voided for them.  We finalized the r077011 with the exceptions.  Now we have a negative error report with those employees on the list.  There are no w2-s for those employees generated; however, we understand that this report is supposed to be blank.  How do we fix it.
