Apply SWSE Profile error on Siebel 16

I am installing Siebel 16 vanilla on RedHat Linux 6.6.

When I am trying to apply swse logical profile I am getting permission issues. apache web server (32 bit) in installed by default under /etc/httpd folder and Siebel is trying to write/modify files under /etc folder which is owned by root. In Siebel docs it is not mentioned to modify the permission for /etc folder for pipe user(I am using that user to install siebel).

below is the error message from log file
