shorthand accounts not showing in new instance

Hello experts:

We have built a new Oracle instance to replace our current instance.  The finance team has configured shorthand accounts for use in the system, but we don't see them enabled in purchasing.

Can you please direct us to the missing setups?  Please see the attached screenshots, showing the current vs. the new PO requisition forms, and the shorthand account configuration in the new instance.
