What is the Vanilla Process for Upgrade Promotion In Case Of Move Scenario ?

Dear Experts,

I want vanilla information to perform Upgrade Promotion in Quote in case of Move Scenario.

In Case Of Move Scenario Asset Promotion and Its Components will be having Action Code As Delete and Sub Action As Move - Delete. And Same Set Of Promotion and Its Components Created as Action Code Add and Sub Action Code As Move - Add.

We want to Provide the flexible Option To Change Promotion while Customer is moving from One Address to Other Address. i.e Once Line Items Created With Move - Add Customer Can Keep the Existing Product or he can go for Change Promotion and Submit for Order.
