Alert with zero hits

Hi All,

I'm concerned about Alert manager behavior in interactive mode and Auto WB build mode. If I create Alert manager WB for the alert with zero hits count, and I'm ranging all hierarchies, I can see all positions in wizards, although I expect to see nothing since there is no alert hits. If I create the same WB for the same alert through Auto WB build, it creates no WB with log message "The auto workbook was not build, as the Alert Hit count for the active alert ‘<alertname>’ was 0.".

So, is it designed behavior of the system to create no WB in auto build mode if alert hits = 0, but to allow user to create WB in interactive mode based on the same alert with zero hits?
