Sql runs slowly in one database instance while no such issue in the others

Hi ,

I got a issue about sql performance which really bothers me. The problem is the sql runs very slow in one of own database instance while it performs normal in our other database.

Attached is the explain plan from two of our databases and the sql statement.

Please help me to check what's the difference between these two database or is there anything wrong about the sql statement?
