SSH connection failing for PS instance

I'm attempting to SSH connect to a PS instance hosted in Oracle Cloud. I've followed the exact steps as in below documents, but still my connection is not successful.

After reading through this documentation SSH Key Problems , which says below that even if there is one security list with inbound policy set to Deny, SSH connection will be refused.

I don't see an option to set Accept
