downgrade Grid Infrastructure 12.1 to 11.2.0.4 - oracle restart

Am in final trials of upgrading Grid Infrastructure from 11.2.0.4 to 12.1.0.2 on Oracle LInux 6.

This is a standalone, Oracle Restart Installation.  No cluster, no RAC.

Doing testing on a Vbox machine which I've maintained over several years to look as much as possible like my live server.

I am able to get it upgraded with minimal issues (one discussed in another thread), but have hit a brick wall on practicing a downgrade.  The GI Installation Guide (E48914-18) has a section on downgrading - section B.15.3 would be applicable -- EXCEPT I'm Oracle Restart, not Clusteware.  And the very first command they give complains about that fact;
