EAM Safety Permit status and Work Order progress

Hello,

Can the status of a work/safety permit affect the progress of a work order?  More specifically, can a work order be released if an associated permit is still in draft status?  We are on 12.1.3 and so far I find that whether the permit is draft or released has no effect on the work order - but perhaps I am missing some setup.  Or perhaps I should wait until 12.2?
