Ican seee only one RAC scan and listener 11.2.0.3

srvctl status scan it gives only one scan one node2 and when switch off node2 crs the scan listener and scan on node1 is started

as far as I know the scan and scan listener should be run on all nodes

and how to start it on both node of course when its running and trying to run it on the second node it says that the scan and its listener already running.

What is the affect that only one scan and its listener is running ?
