Logistics tab is not showing all the Warehouse in the LOV. Why?

We have a Germany Warehouse and US warehouse.

When I login to Germany Responsibility, I need to use the US warehouse as receiving warehouse.

When I do the shipping, again I will use Germany Responsibility but shipment happens from US warehouse.

It is like Order in Germany OU but shipping and receiving in US Warehouse. When I got to the logistics tab, it always shows Germany warehouse and not the US warehouse.

What is the reason for the LOV not showing up all? Is there any MOAC requirement for this?
