DFF - Transaction History - Account Alias Receipt

I have few questions regarding DFF - Contextual.

I have this scenario when doing a Miscelanous Transaction of type Account Alias Receipt.

When I have this combination of Transaction Type, Source, Subinventory and Locator, (i.e. Account alias Receipt, FFL Milk Reception, Milk, Plant), I would like the DFF to show and be mandatory (Required field)

When I have this combination of Transaction Type, Source, Subinventory and Locator, (i.e. Account alias Receipt, FFL Milk Reception, Milk, Farm), I would like the DFF not to be active..if possible.

My question is, I was able to find and based my DFF on the Locator_id = 10383, but this is really hard to maintain since Locator_ID will change for each Inventory Org. On top of that, this is really hard to maintained in many instances (environnement of DEV, UAT, PROD) since the Locator_ID will be different in each instances. Would you have another way to perform this type of setup, but would be easier to maintain.
