cpu cores in aws

I am new to cloud.

So far, in physical and virtual servers, I have seen AWR reports says number of cores=number of cpus, as oracle treats each core as a cpu, so we see as below

But, now in cloud AWS I see these numbers are different, and number of core<number of cpu? how is this possible? does this each vcpu contain .5 core?
