Outside processing step in routing does not generate the Related order type/Requisition automaticall

Hi,

I am facing an issue with outside processing step requisition not generated automatically. When we run R31410, the OSP step in the router does not has any requisition no. created. Later, we delete the OSP step and add it again and the requisition no. is populated. Please let me know what places i need to look for if this is any setup related issue with the OSP item.? If  not, then what can be the ideal issue.
