Safety Stock Replenish Message - Interbranch(ST/OT)

We have two branch plants - 3308 is setup with a safety stock level of 35 and with branch 3304 defined as the supplier.  3304 is where the product is manufactured.

We use ST/OT to transfer the inventory.

We have an item where we see inventory in 3308 falling below the safety stock level but we are not seeing a message in MRP for 3304 to produce.  I do see a message for 3308 to increase an existing OT so I don't know if that's the systems way of telling us to make more.

Just looking for some insight.
