You are not Authorized error R41411 but job runs

We have security turned on in JDE 9.2.  The user has access to run R41411.  As he runs it he can use data selection and clicks "submits" and then gets and error saying he is not authorized to the application.  However, the job completes successfully, creates a cycle count group, and he gets a "submitted successful"  message in the work center.  This is happening when running any of the UBEs in the inventory area.  Is there some other program that users should be granted that would be giving this error?
