ACA Correction File - Creating changes to 1095C

We've already made it through this in our test environment but we're stuck in production - when we don't have a green check to save a correction, where do we go to find the missing step? Already followed Doc ID 2166361.1 and we've set the AIR status to 1 for all steps. Please help - thanks!
