After upgrading to HR RUP 9(EBS 12.1.3), Supplier setup causing errors for certain states like CO, NY where the County is not known.

Error - 'These address elements are not validated: COUNTY, CITY, POSTAL_CODE. Correct the invalid elements, or continue and save the invalid address.'. It was working OK prior to HR RUP 9.

The TCM setup for Geographic Hierarchy is setup with warning and STATE, COUNTY, CITY are set with a check mark for Geographyc validation.
