to view all projects of all managers although the user is not a member of the projects

One of the division in our company is assigned to monitor all projects in the company.  They are not a member of the projects.  But they need to view all projects.

I have assigned the user to have a responsibility as Project Super User.  I've set the  profile for the responsibility as PA: PA: Cross Project User -- View = Yes and PA: Cross Project User -- Update = Yes.

However, the user can only view projects under him and not other projects.

Please help.
