FRM-92101 error when launch form

Hi

Could you please share me your advice on the following issue.

client PC info:Windows7 32bit +IE11+JRE 1.7.0_99

EBS info:R12.2.5 ad C.7 txkC.7 Single node

Issue:

1. Open a IE11 browser window

2. Login to EBS 12.2.5 environment by sysadmin user

3. click menu to open a Form - opens successfully

4. Close Form

5.Back to the home page,click the same menu to launch form (Note:don't Open another (new) IE browser,just use the same IE session before)

6. throws the error

FRM-92101: There was a failure in the Forms Server during startup. This could happen due to invalid configuration.

Please look into the web-server log file for details.
