EBS Tax Determining factor - Accounting - does not reflect payables invoice distributions

I have created new determining factor set based on geography and accounting (Accounting/Segment 2/Line accounting). Unfortunately, rule using this determining factor is working only in case invoice line default distribution is filled out in payables workbench.

How I can create a rule based on payables invoice distribution accounting?
