Subsystems for R46171 is running ("R") in F986113 will not end or stop

There are 3 subsystems running "R" in F986113 for R46171.  I cannot end or stop them using the menu options.  What can I do to kill them? Every time I try to stop or end a new job record is created.  The program is not at a status "P" in submitted jobs.
