Non-recoverable Tax Account for PO Matched Invoices (EBT)

For standalone invoices the Non-Recoverable Tax account on the invoice distribution is picked from the Tax Accounts-EBT but for PO matched it is copying over from the item expense line and not from the Tax. Which is explained in this note (763861.1).

How can I get the Non-recoverable tax account picked up from the tax accounts-EBT (E-business Tax) for PO-Matched invoices as well? I have changed the SLA ADR and assigned 'Recoverable Account" but it doesn't seem to work and also written in Note (1914253.1). please advise.
