PBCS: FR Conditional Formatting

I can get Conditional Formatting and Suppression to work on formulas rows where amount is greater than 0 or less than 0, but not if the value is zero.  I added more decimal place and confirmed it's truly 0.  Also tried if amount is greater than 0 and less than 1.  Any ideas?
