End dating a responsibility

Good afternoon,

The scenario:

A responsibility is end dated as at 01-AUG-2015. The responsibility is still assigned to a number of active users. When we review the Users of a Responsibility concurrent request the end date used in the report shows either the legitimate end date attached to a user for that responsibility or the end date of the responsibility (01-AUG-2015). Against the user, the responsibility does not have an end date, however it does not appear in the list of available responsibilities to choose from.

Query:

Is it expected functionality of the Users of a Responsibility concurrent request that it uses both the end date of the responsibility against the User as well as that of the Responsibility? What is the condition order of the report?
