listener service delaying to start

Hello Oracle Master for All

I need your helpp, please help me

I want to ask something related listener service problem

when start listener " [oracle@db1123 admin]$ lsnrctl status LISTENER " then service that already registered  is not directly start, it waiting arround 23 until 50 second then service is up. How to make the service is start directly after listener start..? 

Here the detail

-- after listener start, service not show(0 second)

[oracle@db1123 admin]$ lsnrctl start LISTENER
